What changes

Clear procedures are established for enrolling in CBP's ACH electronic refund system, including ACE Portal access requirements, bank information updates, and refund monitoring through specific reports.

Who is impacted

CBP-registered importers, companies designated as 'Notify Parties' on CBP Form 4811, and any entity that may receive customs-related refunds from CBP.

Recommended actions

  • Verify that the importer record (Form 5106) with CBP is updated with a current email address
  • Obtain ACE Portal access with Importer sub-account view if not already available
  • Log in to ACE Portal and navigate to ACH Refund Authorization tab to register bank information
  • Monitor refunds using REV-603 (successful refunds) and REV-613 (rejected refunds) reports

U.S. Customs and Border Protection (CBP) has published an updated guide for enrolling in the Automated Clearing House (ACH) electronic refund system through the ACE Portal. This system allows importers and other eligible companies to receive customs-related refunds electronically directly into their U.S. bank accounts.

The enrollment process consists of two fundamental steps. First, companies must ensure ACE Portal access with the Importer sub-account view. For companies without prior ACE Portal access, it is critical that the importer record (Form 5106) is updated with a current email address, as this will be used for authentication during the application process. CBP emphasizes that the customs broker's email address should not be used.

Once ACE Portal access is secured, the second step involves authorizing and managing electronic refunds. The Trade Account Owner (TAO) or another authorized account user must navigate to the Importer sub-account and locate the ACH Refund Authorization tab to add or update U.S. bank information.

For refund monitoring, CBP offers specific reports within the ACE Portal: the REV-603 report covers successful refunds, while the REV-613 details refunds rejected due to lack of ACH enrollment. CBP also provides separate instructions for replacement refunds in cases of rejection.
